Flotilla Commander
: The year is nearly over and all the holidays are upon us. The Change of Watch was a great time and I believe everyone who attended enjoyed themselves. The food was great and the drinks were reasonable for a country club. I want to thank all the members that had a hand in setting up the affair. Ruth and harry Bruno helped me above and beyond the call of duty. Ruth organized the location, helped pick out the menu, made all the guests name cards, sent out all the guest invitations, and anything else I asked. I also want to thank Judi Bidwick for making the slide show of the flotilla events for the year. I know that the slide show project was a lot of work and skill needed to finish it in time for the party. I also want to thank Janet Heijens for collecting all the money and keeping track of the paid members and what dinner they had ordered. I also would like to thank my wife, Monika, for putting together the center display for the tables. Just in case I forgot, I like to acknowledge the following entities and persons for the great raffle prizes. The sunset cruise was donated by Marine Max and our new members the Hollis’ won the prize and I hope they have a great time on their cruise. The fishing pole, reel, line and some hooks were donated by West Marine and this was won by our Vice Commander Ed Stebner--now he can catch some big ones in the Gulf. The flare kit was donated by our very own member Patrick Wheeler and won by Lou Magyar. Finally the silver dollar in a Coast Guard case was given by an unknown donor and won by no other then Juan Hernandez. I also want to thank Juan for his hard work in obtaining the cruise and fishing pole as prizes. We had a total of 53 members and guests that attended the affair. I hope next year we can have a lot more members try to attend and enjoy the festivities and fellowship with other members. This is really our big event of the year and a great turn out is always greatly appreciated. For all the members that could not attend a list of awards are as follows:ows: HOURS

Every one of these staff officers could use and needs help. If you are interested in helping please call any listed officer and they will be more than happy to discuss how you could assist. Doug will need as much help as he can get to keep the training program great and interesting. I also call on all coxswains to try to participate with your facility for on-water training if possible. I would like to have a least two facilities for OWT during the winter months when we a lot of members here. Also, let’s try to get all our hours needed in the beginning of the year. This makes it so much easier than trying to catch up in December before you go REYR. Well, that is about all I can think of and hope that if I missed something one of the staff officers’ reports will pick it up. Do not forget we have a flotilla meeting on the 7th of December at 1930 hours at the flotilla building. Please try and attend and be sure to greet our newest members and make them feel welcome. See you on the water and have a safe and happy holiday season.

Commander
The first item I will share with you is my appreciation to the membership for voting for me in this second year as your Vice Commander. I hope that my office and leadership will be a positive program for the flotilla. Leadership to me means influencing others to achieve goals and achieving them. I hope everyone enjoyed the Change of Watch--I certainly did. I want to thank those who organized the event. I also want to thank the staff officers for their dedication and many hours of service in 2010. I want to offer our new officers the best for the coming year. As you know Jim and I will be taking a staff position to fill the void--Jim will be the Operations Officer and I will be the Navigations Officer. Both of us will appreciate any help from the membership. I will do the best I can to educate and train any member who would like to be an Aid Verifier. Communications
The following is the latest on Telecommunications Operation and becoming a watchstander: District 7 Directive MT 05 has been cancelled and we will follow the TCO PQS to become a radio operator. There will no longer be the requirement to stand additional hours of radio watch in order to be a radio operator. The PQS is thorough in that in order to become certified, the member must demonstrate proficiency in responding to calls and operating the radios. Gaining this proficiency would only be possible if the member actually operated a radio and responded to calls. Members wishing to become radio watchstanders at Coast Guard stations would have to follow the direction of the station. Mike and I want to thank all members for their support and wish you all a blessed and joyful holiday season.

Marine Safety
Marine Safety and Environmental Protection report for November 2010 There were routine visits to marinas and boat yards in our area of responsibility in Venice. I have talked with boat owners about how they can winterize their boat. Just because we live in Florida it
doesn’t mean there is not a time to condition our boats. Many of us leave for a month or two and in these instances, we need to perform certain
maintenance tasks. Instructions for maintenance/winterizing are included under General Information in this newsletter. The winter season starts and a lot of snow birds come to our community in Venice. There is Sharkey’s pier along the South and the North Jetty to manage the many tourists who visit and often leave more than their footprints. The Northside bait shop manager said that a lot of people acquire fishing licenses and get the proper education about how to keep our waterways clean. Routine walks along the jetty south or north so far seems to be clean as ever. FSO-MT/EP

Navigation Systems
The months of October and November did not produce much in the way of ATON reporting. I am hopeful that with our new verifiers activity will pick up in the coming year. I have included
the correct process and addresses for reporting the 7054 form when a problem is observed. Remember, any serious navigation problem requires your
immediate call to Station Cortez. You also need to send a copy to the
ADSO at the address listed below.

Vessel Examiner
The year 2010 is nearing its end, the Change of Watch is a memory and the Vessel Safety Check activity has slowed down. In preparation for 2011, I would like to propose that the Vessel Examiners raise the profile of Sport Utility Boats (SUBs); I occasionally come across a kayak and use the SUB prompt sheet for checking this type of vessel; however, last week when I visited a business that provides lessons and tours for kayaking, I was introduced to many features of this activity or sport that were safety related and were new to me. Just to enhance my knowledge, I learned that there are PFD’s manufactured for paddle boaters that have a space under the arms allowing for movement of the arms and providing more ventilation to the body. They have useful pockets and the one I viewed had a whistle and a white light attached. I was shown reflective strips on the wide part of the kayak paddle and a set of signals to give with the paddle for communication. Also was a tow line that had a shock absorber built in for negotiating wave action and equipment for reboarding the vessel. It occurred to me that our examiners should be orientated to these items and I am working on making a “cheat sheet” for kayakers/paddle boaters. This will contain the legal requirements along with suggested items to have onboard the boat. I welcome your input on this idea and I invite you to email me your suggestions.
